Sweden Bans Marriages Between Cousins and Other Close Relatives

A new government inquiry suggests introducing a ban on marriages between cousins in Sweden, with the restriction also extending to foreign cousin marriages, which would no longer be recognized under Swedish law. The proposed legislation, expected to take effect by 2026, would also make marriages between other close relatives, such as uncles and nephews, illegal.

Currently, Sweden prohibits marriages between direct relatives such as parents and children, as well as full siblings. However, half-siblings can marry with an exemption, and there are no restrictions on cousin marriages. The new inquiry, initiated in September last year, aims to change this by introducing a ban on cousin marriages into the Marriage Code.

The government’s inquiry, aligned with the priorities of the ruling parties and the Sweden Democrats as outlined in the Tidö Agreement, highlights concerns about honor-based oppression. According to the inquiry, girls, women, and others involved in cousin marriages may face increased risks of coercion and restrictions on their freedom. The proposed ban is seen as a way to counteract such honor-related pressures.

In addition to cousin marriages, the proposed changes would prohibit marriages between other close relatives, including an uncle and nephew. The inquiry also recommends removing the current possibility for half-siblings to marry, even with an exemption.

The inquiry also suggests that cousin marriages conducted abroad should not be recognized in Sweden, irrespective of the couple’s connection to the country. This measure is also aimed at preventing honor-based oppression and would be applied universally.

Sweden’s consideration of these reforms follows Norway, which passed a ban on cousin marriages earlier this year. One of the key arguments for such bans is the increased health risks for children born to cousins, which include higher rates of stillbirth, infant mortality, and certain genetic disorders.
